Before Obama appointed Hillary as Secretary of State, he asked her to sign a memorandum that required both Bill and Hillary to disclose donors to the Clinton Foundation, and that would agree to a review of each speaking engagement before either accepted payments for their speeches. However, when Algeria's government contributed $500,000 in 2010 for earthquake relief in Haiti, the Foundation did not notify the State Department until 2015.
The second chapter of the book is about Bill's uranium mining deals in Kazakhstan in 2005. That year he'd traveled to Kazakhstan with Frank Giustra to meet with President Nazarbayev. The meeting was about the Foundation's work on AIDS, with Giustra trying to gain mining rights in Kazakhstan. After the meeting, Bil praised Nazarbayev and recommended that Kazakhstan head to Organization for Security and Cooperation in Europe - despite Nazarbayev and his government's violations of human rights. Giustra gained access to the mining rights he wanted, and shortly afterwards donated over $30 million to the Clinton Foundation. Nazarbayev remained in power until 2015 - continuing restrictions on practice of religion, freedom of speech, and public assembly. The collective commitments and donations from investors who profited from the deal ultimately exceeded $145 million.
Between 2009 and 2013, the Russian State Atomic Nuclear Agency gained control over a Canadian company (Uranium One) with mining interests in Asia and the U.S. The U.S. government agreed to this deal, while Hillary was secretary of state. Ian Telfer, chairman of Uranium One had arranged for $2.5 million to be given the Foundation at the beginning of 2007. This donation had not been properly disclosed in accordance with the memorandum Bill and Hillary signed before she became Secretary of State.
India gained nuclear weapons capability in 1998. In response, Bill Clinton put restrictions regarding nuclear technology exports to India. After leaving office he changed his opinion at the time Sant Chatwal, an Indian-American businessman began donating to the Clinton Foundation. In 2008, when a bill was put forward relaxing some of the sanctions against India's nuclear weapons program, Hillary voted for it.

Between 2013 and 2015, Hillary spoke to 82 trade groups and companies - totaling over $21 million, at $225,000/speech. The earthquake that struck Haiti in 2010 killed over 220,000. The Clinton used money from American taxpayers to finance a clothing factory in northern Haiti, an area unaffected by the earthquake.
